Most small utilities, whether they are local or municipal governments, cooperatives, municipal utility districts or county government face limited on-staff expertise and constrained budgets. They often delay or de-prioritize projects related to mapping or GIS in spite of their intuition because they're afraid their efforts will be wasted.
